New Material Policy Leads Future Development Direction

In 2011,the general report of the 12th Five-Year Plan for the Development of Strategic Emerging Industries,led by the National Development and Reform Commission and drafted with the participation of relevant ministries and commissions,and the relevant plans for seven strategic emerging industries were submitted to the State Council.

According to the speed and scale of China's GDP development in recent years,it is estimated that the added value of strategic emerging industries will be about 4.3 trillion yuan by 2015 and 11.4 trillion yuan by 2020.In order to achieve the above development goals,strategic emerging industries are expected to achieve an average annual growth rate of 24.1%between 2011 and 2015,and an average annual growth rate of 21.3%between 2016 and 2020.

According to the"12th Five-Year"Development Plan of New Material Industry,the new materials worthy of attention in the future mainly include:high-performance silicone materials,composite materials,energy-saving and environmental protection materials,high-performance fluorosilicone materials and so on.

In the field of organic silicon,during the"Twelfth Five-Year Plan"period,the state will raise the entry threshold for general,middle and low-end chemical new materials such as organic silicon and polyformaldehyde,and curb low-level duplicate construction.On the basis of successful industrial demonstration,we will vigorously develop high-end products with high added value and environmental friendliness.Superior enterprises are encouraged to carry out mergers and reorganizations,promote the integration,scale and large-scale of upstream and downstream industrial chains,and form several new chemical material bases such as special rubber,engineering plastics and high-performance composite materials.

High-performance composite materials mentioned in the Plan refer to new materials with special materials and structures,which are composed of two or more heterogeneous,special-shaped and heterogeneous materials(one as matrix and the other as reinforcement).Including resin matrix composites,carbon/carbon composites,ceramic matrix composites,metal matrix composites,carbon fibers,aramid fibers,ultra-high molecular weight polyethylene fibers and other high-performance reinforced fibers.At present,carbon fiber,aramid fiber,ultra-high molecular weight polyethylene fiber and other fields have been developed in China,but it is still difficult to meet the demand of downstream areas.

The accountability system will be implemented for energy conservation and emission reduction during the 12th Five-Year Plan period.By the end of 2011,the"12th Five-Year Plan"energy conservation and emission reduction targets have been issued to all provinces and municipalities,and local governments that have not completed their tasks will be held accountable.In order to improve the quality of economic growth,the domestic economic growth rate will be reduced to 7%-8%during the 12th Five-Year Plan period,and the binding targets for energy conservation and emission reduction include a 16%reduction in energy consumption per unit GDP and a 17%reduction in carbon intensity.Related energy-saving materials include polyurethane materials,PS materials and so on.

In the field of fluorine-containing materials,China's phase-out of hydrochlorofluorocarbons in 2030 will bring huge market opportunities.The Government of China and the Executive Committee of the Multilateral Fund had recently reached an agreement to reduce the use of HCFCs.As the largest producer and consumer of hydrochlorofluorocarbons(HCFCs),China has received$265 million in funding to cut the use of HCFCs by 2015.China's use of HCFCs has surged in recent years,accounting for 58%of developing countries'use in 2009.

In addition,China had made a longer-term commitment to complete the phase-out of HCFCs by 2030 with the support of the Multilateral Fund.The elimination of traditional fluorine-containing refrigerants will bring huge market space for related substitutes.

Generally speaking,policy support determines the development direction and speed of the new material industry.With the introduction of relevant supporting policies by the state,various new materials will develop rapidly during the 12th Five-Year Plan period.
