Recently, the Central Committee of the Communist Party of China and The State Council issued the Outline for Building a Quality Country (hereinafter referred to as the Outline).  It has a significant milestone in the history of the development of quality in our country. In order to further study, publicize and implement the Outline, the relevant matters are hereby notified as follows:

I. General requirements

Instructing the spirit, adhering to the general idea of "speaking politics, pursuing development, benefiting the people and ensuring security",

Implement the strategic deployment of "synchronization of the four modernizations, integration of urban and rural areas, and common prosperity of the five districts", take the promotion of high-quality development as the theme, take the construction of a strong quality country as the impetus, and accelerate the construction of a strong quality province

2. Key tasks

(1) Fully understand the importance of studying, publicizing and implementing the Outline, and maintain a high degree of consistency in thought and action with the Party Central Committee and The State Council. The Outline is the first quality programmatic document issued in the name of the Party Central Committee and The State Council for the medium and long term, establishing a new orientation for quality work in the new era. The Outline comprehensively considers the development trend of domestic and foreign quality in the future period, carries out top-level design and systematic planning for the overall ideas, development goals, and key tasks of the construction of China's quality power, with a grand pattern, clear goals, clear paths, and rich content, providing direction guidance and action guidelines for accelerating the construction of a quality power in the new period.  It is a powerful starting point for improving people's well-being and better meeting the people's needs for a better life. It is necessary to deeply understand the significance of studying, propagandising and implementing the Outline, effectively unify thought and action with the decision-making and deployment of the Party Central Committee and The State Council, and enhance the sense of urgency, responsibility and mission in studying, propagandising and implementing the Outline, so as to ensure that learning, publicity and implementation are in the forefront

Before, promote the construction of quality power to achieve practical results.

(2) Carefully study the original text of the Outline and fully understand and grasp the spirit of the Outline

The full text of the Outline consists of 11 parts and 32 articles, which are divided into four major sections, such as the situation background, overall requirements, key tasks, and safeguard measures. In the background of the situation, the strong tone of the Outline must shift the foothold of promoting development to improving quality and efficiency, cultivate new advantages in economic development with technology, standards, brands, quality, and services as the core, and firmly promote the construction of a strong country with quality. In the overall requirements part, the Outline has clarified the guiding ideology and proposed two-stage development goals for 2025 and 2035. In the main tasks, the Outline put forward eight key tasks, and simultaneously deployed seven major projects including regional quality, product quality, engineering quality, service quality, brand building, quality infrastructure, and quality and safety. It also proposed to cultivate and strengthen quality-competitive industries, implement product and service quality classification, and promote the coordinated development of regional quality. To build a benchmark for building a strong quality country, promote the classified management of quality infrastructure, and carry out a series of innovative measures such as digital empowerment of quality management. In the organizational guarantee part, the "Outline" strengthens the implementation guarantee from the three aspects of strengthening the party's leadership, paying close attention to the implementation of the work, and carrying out the supervision and evaluation, and clearly puts forward important measures such as establishing an overall coordination mechanism for the construction of a quality power, improving the quality supervision and management system, strengthening the central quality supervision work, and establishing an evaluation mechanism for the implementation of the outline. It is necessary to guide the majority of Party members and cadres to learn the content of the Outline and understand the essence of the Spirit through watching the Outline press conference, the central group of the Party Group (Party Committee) to study, hold "lecture halls", hold symposiums and personal self-study and other forms.

In terms of the pace of publicity, before March 31, concentrated publicity, extensively mobilized all kinds of publicity resources, carried out all-round, multi-level and three-dimensional publicity activities, and quickly set off a boom and climax of publicity of the Outline in the whole society; After March 31, it is necessary to carry out regular publicity, make good use of important publicity platforms such as "Quality Month", plan theme publicity activities, vigorously publicize the effectiveness of quality power construction, the important role of quality in promoting high-quality economic and social development, the emerging advanced models and successful experiences, release relevant news and publicity information, and show the good quality image of Sichuan. In terms of publicity methods, we should not only make good use of traditional media such as radio, television and newspaper, but also rely on new media such as wechat public account, microblog and short video platform, take network communication media platform as an important front for the promotion of quality power, set up special online columns, and produce and launch new media publicity works. It is also necessary to carry out offline concentrated publicity by setting up exhibition boards, distributing publicity materials, and on-site interpretation in personnel gathering areas. At the same time, it is necessary to strengthen public opinion monitoring, strengthen positive guidance, increase trust and dispel doubts, firmly grasp the correct direction of public opinion, and respond to social concerns in a timely manner.

4. Earnestly implementing the Outline and promoting the implementation of all tasks in the Outline

It is necessary to anchor the task requirements of accelerating the construction of a quality country, effectively strengthen the organization, leadership and overall coordination of the implementation of the Outline, and pay close attention to the implementation of the Outline. First, we must strengthen overall coordination in the implementation of the Outline. Actively report the spirit of the Outline to the Party Committee and government, and promote the local Party committee and government to pay more attention to and support quality work. We will improve the overall coordination mechanism for the development of high-quality provinces and cities (prefectures), strengthen departmental coordination, and improve the overall linkage

Second, we will formulate and issue documents on the implementation of the Outline. The Provincial Quality Office will work with relevant provincial departments to speed up the study and formulation of implementation opinions on the implementation of the Outline, and strive to issue and implement them in the name of the provincial Party Committee and the provincial government. All units should, in light of the actual situation, study and formulate supporting documents for the implementation of the Outline in their own regions and industries in a timely manner, and promote the development of strong quality countries, strong provinces, and strong cities (states) to the depth. Third, we need to make solid progress in implementing all tasks in the Outline. Focus on the development goals, key tasks, and major projects proposed in the Outline, and clarify the division of tasks, work priorities, and safeguard measures in the annual quality improvement and work plans of provinces and cities (states) with strong quality. Focus on difficult points and weak links, increase quality research and investment guarantees, gather high-quality resources, and pay close attention to implementation. It is necessary to combine the implementation of the "Outline" with the full implementation of the spirit of the Party's 20th Congress and the spirit of the Second Plenary Session of the 12th Provincial Party Committee, effectively link up with the implementation of the "14th Five-Year Plan" national economic and social development plan of Sichuan Province, and advance in sync with the annual key work.

3. Relevant requirements

1. Strengthen organizational leadership. All units should study and publicize the implementation of the Outline as an important task for the current and future periods, strengthen organizational leadership and overall coordination and coordination, refine the implementation measures of the Outline, establish a work ledger, decompose work tasks, and clarify the responsible leadership, responsible departments, responsible persons and completion time limits.

2. Giving prominence to assessment and evaluation. The implementation of the "Outline" will be included in the quality assessment of the city (state) and the quality improvement assessment of the relevant provincial departments. All units should take the usual assessment and year-end assessment of the combination of the way to learn and publicize the industry in the region

(3) Strictly supervise and inspect. All units should supervise and inspect the progress of the study, publicity and implementation of the "Outline" work, strengthen the political and serious nature of promoting the implementation of tasks, inform and criticize those who cannot complete the goals and tasks on schedule, selectively implement them or prevarication, urge rectification and improvement, and ensure the balanced progress of work.

All units are requested to report the progress of the study, publicity and implementation of the Outline to the Provincial Quality Strong Provincial Office before March 24,2023 (Annex 1), and submit the progress of the study, publicity and implementation of the Outline and the summary of the work before December 15,2023 (Annex 1,2).
