1. Compare goods

The goods for sale in this Option are scrap coolers and cooling sheets of Sichuan Glass Fiber Group Co., LTD. (hereinafter referred to as the "Seller"). In this comparison, the seller needs to dispose of the abandoned cooler and cooling sheet packaging bid, through a unified comparison bidding, to determine the transaction price and transaction. In this selection, the highest bidder and its bid price are the transaction price and the transaction person. The seller will, within 15 days from the date of the announcement of the results of this competition, sign the "Sales Contract for Scrap coolers and cooling Sheets of Special Fiber Plant" with the buyer for some of the selected project equipment.

2. Overview of goods and services

1, the main component of the goods is copper, the total weight is expected to be 1.4 tons, the total weight of about 12kg stainless steel screws, the whole package for sale. The seller makes no commitment to the specific weight and component content of the project equipment. The above data is only for reference when the candidate makes the quotation. The specific settlement weight and component content shall be subject to the actual weighing number and component content.

2. After the announcement of the election is hung on the Internet, the seller can organize the candidates who intend to register (one candidate sends one representative) to the bidding office to view the goods and conduct a visual evaluation of the project equipment on their own, so as to allow the candidates to determine the bid price.

2. Transaction conditions

1, Transaction price: according to the highest quotation of the candidate, determine the unit price (yuan /kg), according to the actual weight of the project equipment to determine the total weight, that is: total weight × unit price = transaction price.

2. Settlement method: the buyer to the seller's financial department in RMB cash

Settle the payment for goods.

3. Payment method: After the contract is signed, the buyer shall settle the payment for the goods according to the quantity of the weighing sheet on the day before the goods are delivered. After the payment is settled, the seller shall issue a 13% VAT invoice to the buyer within 5 working days.

4. Weight calculation: Both parties agree that the scale at the excessive channel of the drawing workshop inside the special fiber factory workshop will be weighed by the seller, and the handover person of both sides will sign for confirmation.

5, transportation mode and cost: all project equipment handling, packaging, transportation, disposal and other matters are responsible for the buyer, and bear the transportation and other related costs, if necessary, the seller can provide forklift assistance within the scope of the company.

6. Delivery (delivery) time: After the contract is signed, the seller shall notify the buyer to pick up the goods (delivery) at the designated place, and the buyer shall complete all delivery (delivery) matters at one time.

7. Place and method of delivery:

Location: Seller special fiber factory leakage plate silver welding room;

Method: After the buyer carries the goods as specified by the seller, the seller shall complete the delivery.

8, packaging matters: the buyer is responsible for the packaging of the cooler cooling sheet, and the relevant costs are borne by the buyer. The buyer shall be responsible for the loss, damage or personal injury of the goods caused by improper packing.

9. Liability for breach of contract:

(1) If the buyer fails to take delivery of the goods in accordance with the time agreed in the contract and fails to withdraw the goods for more than 5 days after the demand, the seller has the right to terminate the contract and not return the deposit.

(2) If the buyer fails to make the full payment within the agreed time, he shall be liable for breach of contract at 1% of the outstanding payment for each day delayed; If the buyer fails to make the payment 10 days after the deadline, the seller shall have the right to terminate the contract and require the buyer to continue to bear the liability for breach of contract in accordance with the aforesaid proportion.

(3) If the seller fails to deliver the goods in accordance with the time agreed in the contract, and the delivery still cannot be completed within 30 days after the demand of the seller, the buyer has the right to demand the termination of the contract and the seller to refund the deposit twice.

(4) Other breach of contract and liability shall be subject to the relevant provisions of the Civil Code.

10. Dispute resolution: Disputes arising from the performance of the contract shall be settled by both parties through negotiation; If the negotiation or mediation fails, both parties shall have the right to bring a lawsuit to the people's court with jurisdiction in the place where the seller is located. The losing party shall bear the attorney's fees, litigation costs, agent's travel expenses and other expenses paid by the winning party to realize its claim in accordance with the law and with valid documents.

11. Integrity clause

Both parties shall fulfill their obligations related to integrity in strict accordance with the laws, regulations and policies of the State, and shall report to the competent authorities to investigate the responsibility of the responsible person if they violate the provisions.

Iii. Other requirements for completing the above work

1. The dispatched personnel of the buyer shall obey the arrangement of the seller, abide by the factory rules and regulations, and be responsible for the safety problems in the seller's factory;

2. After loading and unloading, the buyer shall clean up the surrounding environment of the site;

3. The seller has the right to check the relevant documents and qualification certificates of the shipping personnel;

4, the buyer's transport and processing must comply with environmental regulations, if the transport and processing of environmental problems by the buyer to take full responsibility.

4. Acquisition of eligibility for election

1. If you intend to participate in the bid, please redeposit 10,000 Yuan to the account designated by the seller (opening bank: ICBC Luojiang Branch, bank account: 2305368109022103080) during the period from 08:00 on March 6, 2023 to 17:30 on March 25, 2023. Note the contact person receiving the notification and their mobile phone number, and indicate the name and purpose of the project.

2. Candidates who remit the deposit late cannot qualify for the election.

3. Election deposit provisions

(1) The candidate shall not modify or revoke his/her election documents in violation of the rules of procedure after the deadline for submission of the project competition documents and before the candidate (buyer) in the announcement. The offer shall not be withdrawn in violation of the procedure.

(2) After being identified as the successful candidate (buyer), the candidate shall sign a performance contract with the seller in strict accordance with the provisions of the competition announcement, shall not terminate or rescind the contract without the consent of the seller, shall not make substantive changes to the contents of the documents and the quotation or give up the winning election, if any violation of the provisions, the election deposit will not be refunded. If it is still insufficient to make up for the economic losses caused to the seller, the seller has the right to recover from the seller.

(3) Candidates shall participate in the contest in strict accordance with the provisions of the announcement of the contest, and shall not participate in the contest in a way that violates relevant laws and regulations, malicious collusion or malicious negotiation.

If the candidate violates the above provisions, the election deposit will be used as the payment for his responsibility for contracting negligence, and all will not be returned, and additional compensation will be required if it is not enough to bear the liability for damages. If the above provisions are not violated, the election deposit shall be refunded without interest within 20 days from the date of announcement of the result of this contest according to the bank information at the time of remittance. If the candidate is determined to be the successful candidate (buyer), the election deposit is automatically converted into the contract deposit.

Five, compare the selection procedure

1. The meeting will be held at 9:00am on March 27, 2023, in the fourth conference room of Sichuan Glass Fiber Group Co., LTD., No. 39, Jingle South Road, Wanan Town, Luojiang District, Deyang City. (Note: Candidates who arrive later than the meeting time will be disqualified from bidding.)

2. When the number of candidates reaches or exceeds 3, the Bidding Office will start to set up a review team; If there are less than 3 candidates by the deadline, the contest will fail.

3. Candidates should sign in at the staff after arriving at the meeting site.

4. After the reviewers are in place, the Bidding Office will organize the reviewers to select the leader of the review team, and the bidding Office will introduce the review projects and evaluation methods and standards.

5. The leader of the evaluation team and the supervisor shall confirm the identity and register the candidates together at the meeting site.

(1) When participating in the bidding as an enterprise, as the legal representative to participate in the bidding, the identification information must be "business license", "legal person identity Certificate" (see Annex 1) and a copy of the ID card; The identification documents of other personnel are Business License, Power of Attorney (see Annex 2 for details) and copy of ID card. The above information is required to be stamped with the fresh seal of the enterprise.

(2) When participating in the bidding in an individual capacity, the identification information shall be the Personal Commitment Letter (see Annex 3 for details). The above information should be stamped.

6, the organizers of the seller's on-site meeting announced the opening of the first round of bids. The bid form and identification information should be filled in by the candidates and submitted to the organizer.

The bid of the candidate in each round shall not be lower than the open reserve price of the project. Any bid lower than the open reserve price shall constitute a malicious negotiation in violation of the competition procedure. The seller shall be disqualified from the competition and the election deposit shall be used as the payment for his/her contracting negligence and shall not be refunded.

After the results of the first round of bidding are registered, the organizers will show them to all the candidates. The lowest bidder loses and does not move on to the next round.

Under special circumstances, if two or more candidates are the lowest bidders, the seller intends to ensure the competitiveness of the competition options, and the unsuccessful candidates are willing to participate in the next round of competition, the organizer has the right to eliminate one of them by drawing lots.

7, the organizers announced the opening of the second round of bidding. Candidates who are qualified to enter the second round should fill in, stamp and submit to the organizer.

The bid of the candidates entering the current round shall not be lower than their bid in the first round, otherwise, their behavior is a malicious negotiation in violation of the election procedure, and the election deposit will be used as the payment for their fault in contracting and will not be refunded.

After the results of the second round of bidding are registered, the organizers will show them to all the candidates.

The organizer announces the highest bid and its candidates in the second round, and determines the final winning price and candidates, and the contest ends.

Six, choose the base price and contract price

The base price of this election is 55 yuan /kg, and the bid of the candidate lower than the base price will be rejected, and shall bear responsibility in accordance with the provisions of the second paragraph of article 5.6 of this election announcement.

The transaction price is the actual weight of scrapped equipment multiplied by the transaction price.

Composition of the judging committee: 3 members. The judging committee shall be formed by the candidates themselves.

9. Publicity of the results of the competition
