The goods sold in this option are waste cloth ends from the weaving workshop of Sichuan Glass Fiber Group Co., LTD. (hereinafter referred to as the "Seller"). Scrap ends are the waste produced during the weaving process. The selection of waste cloth bid, through the unified selection bidding, to determine the transaction price, the buyer. In this selection, the highest bidder and its bid price are the transaction price and the transaction person. The seller and the buyer will sign a three-year supply and marketing contract through this competition.

2. Overview of goods and services

The production of waste cloth is closely related to the production situation, the seller's recent statistics show that the annual production of waste cloth is about 70 tons, the specific amount of the above waste cloth is subject to the actual, the seller does not make any commitment to this.

Waste cloth pile place: weaving workshop.

Mode of transportation and expenses:

(1) Packaging and transportation are borne by the purchaser, and the seller can provide forklift assistance within the scope of the company.

(2) Each time when the seller's warehouse will be full, the seller shall notify the seller that the seller shall complete the delivery on that Tuesday or Thursday, otherwise the seller shall have the right to require the seller to pay a penalty of 4000 yuan per time, and the penalty shall be deducted from the performance bond of the seller. If the performance bond of the transaction is less than 15,000 yuan, the transaction shall make up the difference every month.

Place and method of delivery: the seller takes delivery of the goods at the place designated by the seller.

Packaging standards, packaging supply and recycling: by the purchaser's own responsibility.

Settlement method and time limit: on the same day, the seller settles the payment in the Financial Department of Sichuan Glass Fiber Group Co., Ltd. with the weighing slip issued by the seller's storage and Transportation Department. The next day (except holidays), the seller issues a 13% value-added tax invoice to the seller.

Ways to resolve contract disputes: Disputes arising from the performance of the contract shall be settled by both parties through negotiation; It can also be mediated by the local industry and Commerce Department; If negotiation or mediation fails, the people's court with jurisdiction in the place where the seller is located shall bring a lawsuit. The losing party shall bear the attorney's fees, litigation costs, agent's travel expenses and other expenses paid by the winning party to realize its claim in accordance with the law and with valid documents.

Liability for breach of contract: refer to the relevant provisions of the Civil Code.

Other requirements for completing the above work:
① All the dispatched personnel of the transaction shall obey the arrangements of Sichuan Glass Fiber Group Co., LTD., abide by the factory rules and regulations, and be responsible for the safety issues in the seller's factory;

② Keep and maintain the environment around the site of the temporary storage yard clean and tidy after each operation;

③ The seller has the right to check the relevant documents and qualification certificates of the shipping personnel;

④ The transshipment and processing of the transaction must comply with environmental protection regulations, and the transaction shall be fully responsible for environmental problems arising from the transshipment and processing.

4. Acquisition of candidacy qualification

Anyone who intends to participate in the bid, please redeposit 10,000 Yuan to the account designated by the seller (Development Bank: ICBC Luojiang Branch, bank account: 2305368109022103080) during the period from 08:00 on December 13, 2022 to 17:30 on December 22, 2022. Note the name and mobile phone number of the person receiving the notification, and indicate the name and purpose of the project.

If the deposit is remitted late, the candidate cannot qualify for election. The participation deposit of the buyer will be directly converted into part of the performance deposit, and the insufficient part will be paid at the time of signing the contract. The performance deposit of the contract is 15,000 yuan. The deposit of the uncompleted candidate will be refunded without interest within 15 working days from the date of the announcement of the result, according to the bank information at the time of remittance.

5. Compare programs

5.1 The meeting will be held at 14:00 on December 23, 2022 at the new office building of Sichuan Glass Fiber Group Co., LTD., No. 39, Jingle South Road, Wan 'an Town, Luojiang District, Deyang City. (Note: Candidates who arrive later than the meeting time will be disqualified from bidding.)

5.2 When the number of candidates reaches or exceeds 3, the Recruitment Office will start to form a review team; If there are less than 3 candidates by the deadline, the contest will fail.

5.3 Candidates should sign in with the staff after arriving at the meeting site.

5.4 After the assessors are in place, the Recruitment and Selection Office shall organize the assessors to select the leader of the review team, and the recruitment and Selection Office shall introduce the evaluation project, evaluation methods and standards.

5.5 The evaluation team and the bid supervisor shall confirm the identity and register the candidates together at the meeting site.

(1) When participating in the bidding as an enterprise, as the legal representative to participate in the bidding, the identification information must be "business license", "Legal representative identification Certificate" (see Annex 1) and a copy of the ID card; The identification documents of other personnel are Business License, Power of Attorney (see Annex 2 for details) and copy of ID card. The above information is required to be stamped with the fresh seal of the enterprise.

(2) When participating in the bidding as an individual, the identification information shall be the Personal Commitment Letter (see Annex 3) and a copy of the ID card. The above information should be stamped.

5.6 The organizers of the vendor site meeting announced the opening of the first round of bids. The bid form and identification information should be filled in by the candidates and submitted to the organizer.

The bid of the candidate shall not be lower than the open reserve price of the project in each round. Any bid lower than the open reserve price shall constitute a malicious negotiation in violation of the competitive selection procedure. The seller shall be disqualified from the competitive selection.

After the results of the first round of bidding are registered, the organizers will show them to all the candidates. The lowest bidder loses and does not move on to the next round.

Under special circumstances, if two or more candidates are the lowest bidders, the seller intends to ensure the competitiveness of the competition options, and the unsuccessful candidates are willing to participate in the next round of competition, the organizer has the right to eliminate one of them by drawing lots.

5.7 The bid list is again returned to the remaining candidates and the Organizer announces the opening of the second round of bidding. Candidates who are qualified to enter the second round should fill in the bid form, stamp it with their handprints and submit it to the organizer.

The bid of the candidate entering the current round shall not be lower than his bid in the first round, otherwise, his behavior is a malicious negotiation in violation of the selection procedure, and the bid security will be used as the payment for his contracting negligence and will not be refunded.

After the results of the second round of bidding are registered, the organizers will show them to all the candidates.

The organizer announces the highest bid and its candidates in the second round, and determines the final winning price and candidates, and the contest ends.

6. Compare the base price and contract price

This selection set a base price of 300 yuan/ton, candidates below the base price of the bid will be rejected, and should be held responsible in accordance with the provisions of article 5.6 of the announcement.

This transaction price is the 2023 annual contract price. Contract price in 2024 = Contract price in 2023 *(Average sales price from January to November of 2023 G75A1 yarn sold by Anhui Jinrui Electronic Glass Fiber Co., LTD. ÷ Average sales price of 2022 G75A1 yarn sold by Anhui Jinrui Electronic Glass Fiber Co., LTD.) Average sales price = total sales of the year ÷ total sales), 2025 and so on.

7. Composition of the judging committee
