In this comparison, the two kinds of soft waste silk are packaged and sold, and the transaction price and the buyer are determined through unified comparison bidding. In this competition, the highest bid and the bid's entry price are the transaction price and the transaction person. The seller and the seller sign the supply and marketing contract until the end of production when the old line fiber workshop of Sichuan Glass Fiber Group Co., Ltd. is relocated (about 1 year).

2. Overview of goods and services

The production amount of soft waste silk is closely related to the operation situation, and the recent statistics of the seller show that the annual production of soft waste silk is about 110 tons, of which the cutting wire is about 101.5 tons and the faucet wire is about 8.5 tons (which contains a small amount of impurities). The specific quantity and proportion of the above soft waste shall be subject to the actual situation, and the seller shall not make any commitment thereon.

During the contract period, the purchaser shall provide its own transport vehicles, woven bags for loading soft waste silk, cleaning and loading equipment, etc., and allocate operators, and bear all relevant expenses. The seller can provide forklift truck loading assistance within the scope of the company, the specific work of the seller is as follows:

① The soft waste of the production site must be cleaned and packed and transferred out of the production site every day. In case of abnormal production operations and increased soft waste, it is necessary to increase cleaning efforts, the purchaser shall arrange temporary overtime transfer to meet the production needs of the seller; In the process of liquidation, the production of the seller shall not be affected. If the production is affected, the seller has the right to require the seller to bear the corresponding liability for breach of contract according to the seriousness of the circumstances, and the amount of liability for breach of contract shall not be less than 10% of the performance bond.

② During the big shift, every Tuesday or Thursday to pull goods. Big shift rest days do not transfer soft waste silk; During the transportation process, it is necessary to comply with the safety management regulations, systems and norms for entering the main gate and the second gate of the seller's company, and comply with the relevant requirements of epidemic prevention and control. Each time the goods are pulled, it is necessary to contact the seller's storage and transportation department for weighing, and settle the payment in the seller's financial department against the actual list weight, without deducting moisture. The storage and Transportation Department will issue a 13% VAT invoice to the purchaser before the end of each month.

③ The seller must comply with the safety management regulations, systems and norms of the seller, if there is a violation of the performance deposit of not less than 10%/ time to bear the liability for breach of contract.

④ The seller shall not terminate or rescind the contract without the consent of the seller, or fail to sign the contract with the seller in accordance with the provisions of this announcement after being elected. In case of breach of the agreement, the performance bond will not be returned. If it is still insufficient to make up for the economic losses caused to the seller, the seller shall have the right to recover from the seller.

⑤ If the performance bond is less than 40,000 yuan, the buyer should make up to 40,000 yuan before the beginning of the next month.

Other requirements for completing the above work:
① All the dispatched personnel of the transaction must obey the arrangement of the seller, abide by the factory rules and regulations, and be responsible for the safety issues in the seller's factory;

② Keep and maintain the environment around the site of the temporary storage yard clean and tidy after each operation;

③ The seller has the right to check the relevant documents and qualification certificates of the shipping personnel, and the relevant qualification certificates should be submitted to the Purchasing department for the record;

④ The transshipment and processing of the transaction must comply with environmental protection regulations, and the transaction shall be fully responsible for environmental problems arising from the transshipment and processing.

4. Acquisition of candidacy qualification

If the deposit is remitted late, the candidate cannot qualify for election. The participant's election deposit will be directly converted into part of the performance deposit, and the insufficient part will be paid at the time of signing the contract. The contract performance deposit is 40,000 yuan. The deposit of uncompleted candidates will be refunded without interest within 15 working days from the date of the contest, according to the bank information at the time of remittance.

5. Compare programs

5.1 The meeting will be held at 9:00 on December 12, 2022 at the new office building of Sichuan Glass Fiber Group Co., LTD., No. 39, Jingle South Road, Wan 'an Town, Luojiang District, Deyang City. The bidder shall confirm his/her identity with his/her ID card and register with the on-site staff before the on-site meeting starts. Those who arrive later than the start time of the meeting will forfeit their eligibility for the competition.

When participating in the contest as an enterprise, as a legal representative to participate in the contest, the identification information must be the Legal Representative's identity Certificate (see Annex 1), a copy of the ID card and the business license of the enterprise; The identification information of other personnel is the Power of Attorney (see Annex 2 for details), the copy of the identity card of the legal representative and the entrusted agent and the business license of the enterprise. The above information is required to be stamped with the fresh seal of the enterprise.

When participating in the contest as an individual, the identification information shall be the Personal Commitment Letter (see Annex 3) and a copy of the ID card. The above information should be stamped.

5.2 The organizer of the vendor site meeting announced the opening of the first round of bids. The bid form and identification information should be filled in by the candidates and submitted to the organizer.

The bid of the candidate in each round shall not be lower than the open reserve price of the project. Any bid lower than the open reserve price shall constitute a malicious negotiation in violation of the competition procedure. The seller shall be disqualified from the competition and the election deposit shall be used as the payment for his/her contracting negligence and shall not be refunded.

After the results of the first round of bidding are registered, the organizers will show them to all the candidates. The lowest bidder loses and does not move on to the next round.

Under special circumstances, if two or more candidates are the lowest bidders, the seller intends to ensure the competitiveness of the competition options, and the unsuccessful candidates are willing to participate in the next round of competition, the organizer has the right to eliminate one of them by drawing lots.

5.3 The Organizers announce the second round of bids. Candidates who are qualified to enter the second round should fill in the bid form, stamp it with their handprints and submit it to the organizer.

The bid of the candidate entering the current round shall not be lower than his bid in the first round, otherwise, his behavior is a malicious negotiation in violation of the selection procedure, and the bid security will be used as the payment for his contracting negligence and will not be refunded.

After the results of the second round of bidding are registered, the organizers will show them to all the candidates.

5.4 The organizer announces the highest bid in the second round and its candidates, determines the final winning price and candidates, and the contest ends.

Compare reserve price and contract price
The base price of this competition is 700 yuan/ton (including 13% VAT), and the bid of the candidate below the base price will be rejected, and shall bear responsibility in accordance with the provisions of Article 5.2, paragraph 2 of this competition announcement.
