Establishing the Development Direction of the Industry and Building the Platform of "China Intelligent Manufacturing" — — 2011 Annual Meeting of China Glass Fiber Industry Association Held in Changzhou

The theme of this annual conference is to actively implement the national glass fiber access conditions,strengthen the anti-dumping response,actively safeguard the domestic consumer market,and vigorously develop the glass fiber products processing industry.The conference focused on the three core issues of industry access,anti-dumping and deep processing of products,and invited government leaders,industry associations and industry colleagues to elaborate from different aspects,hoping to arouse the participants'discussion,participation and consensus,jointly safeguard the overall interests of the industry and promote the healthy development of China's glass fiber industry.

Changzhou,a beautiful city with a history of 2500 years of civilization,welcomed glass fiber people from all over the country at the turn of autumn and winter,from October 30 to November 2,2011.The 2011 Annual Meeting of China Fiberglass Industry Association,the most important annual gathering of China's fiberglass industry,was held here.

yuan Kelan,Director of the Industrial Organization Division of the Industrial Policy Department of the Ministry of Industry and Information Technology of the People's Republic of China,was invited to attend the annual meeting and made an important speech.Also present were Gu Qingbo,Vice President of China Fiberglass Industry Association and Chairman of Jiangsu Jiuding New Material Co.,Ltd.;Zhang Zhiyong,Vice President of China Fiberglass Industry Association and Chairman of Qinhuangdao Fangyuan Glass Co.,Ltd.;Xie Guifu,Vice Chairman of China Fiber Glass Industry Association and President of Changzhou Tianma Group Co.,Ltd.and;Bao Shuliang,Vice President of China Glass Fiber Industry Association and Director of Zhejiang Jiashan Glass Fiber Weaving Factory;Li Hongbin,Managing Director of Chongqing International Composite Material Co.,Ltd.;Guo Wei,Secretary of the Party Committee of Nanjing Glass Fiber Research and Design Institute;Dai Shifu,Deputy Secretary of the Party Working Committee and Standing Committee of Changzhou High-tech Zone,Deputy Secretary of Changzhou Xinbei District and Executive Vice District Director;Tan Liangchun,Chairman of China Liangchun Group,etc.

More than 200 representatives of glass fiber enterprises and research institutes from all over the country attended the meeting.

The annual meeting was presided over by Zhang Fuxiang,Vice President and Secretary-General of China Glass Fiber Industry Association.

Dai Shifu,deputy secretary and executive deputy governor of Xinbei District of Changzhou City,first delivered a speech,warmly welcoming delegates from all over the country.Located in the center of the Yangtze River Delta,Changzhou is a new industrial city rising in the reform and opening up.In recent years,with the strong support of the local government,it has developed three new industries,namely,electronic information,new material industry,biomedicine and fine chemical industry,with four traditional superior industries,and has made great efforts to build an advanced manufacturing base.Its scale and brand effect have gradually emerged.Taking the development of glass fiber industry as an example,the production base of new glass fiber materials represented by Liangchun and Tianma groups has emerged.

yuan Kelan,Director of the Industrial Organization Division of the Industrial Policy Department of the Ministry of Industry and Information Technology of the People's Republic of China,delivered an important speech.On behalf of the Ministry of Industry and Information Technology,she first congratulated the convening of the annual meeting of glass fibers,introduced the management responsibilities of the Ministry of Industry and Information Technology in the national macroeconomic operation,and interpreted the national industrial policies for the delegates.While pointing out the advantages of the glass fiber industry in the future development,Director yuan also pointed out the problems faced by the glass fiber industry itself.Director yuan elaborated on the main ways of national modern industrial management,including planning,standards and industrial policies,and introduced the specific methods of industrial management,including licensing system,access announcement system and centralized consolidation system.Combining with the promulgation and implementation of the"Glass Fiber Access Conditions",Director yuan emphasized that the strict implementation of the"Glass Fiber Access Conditions"and the access announcement management measures is of great strategic significance to the future development of the glass fiber industry.Director yuan also introduced to the conference the successful experience of other domestic industries,such as coke,calcium carbide and ferroalloy,in implementing the access announcement.

From the perspective of national macro-economy,Director yuan's report pointed out the direction of glass fiber industry development,especially for the glass fiber industry to strengthen the consciousness of access management,which was warmly welcomed by the participants.

Tan Kunlun,general manager of Changzhou Hongfa Zongheng New Material Science and Technology Co.,Ltd.,as a representative of entrepreneurs,gave a speech on"Enterprise Positioning and Characteristic Management"to the conference.He elaborated how to position and develop enterprises in the tide of modern market economy by introducing biaxial and multi-axial warp knitting materials,developing new application fields and applying civil grille in Qinghai-Tibet Railway in the past ten years.General Manager Tan said:Glass fiber materials have broad application fields,so we should take the initiative to move towards high-end application fields,replace metal materials with glass fiber materials,give full play to the advantages of glass fiber materials,and develop the glass fiber products processing industry with bright prospects for development.

Jiang Zhaozhong,Chief Engineer of Nanjing Glass Fiber Research and Design Institute,was invited to make a speech entitled"On the Industrial Chain and Industrial Alliance of Glass Fiber Composite Materials":

(1)Focusing on the development of the whole industrial chain and strengthening the industrial alliance is an important link in the scientific development of industrial economy and the optimization of the structure;

(2)The characteristics of glass fiber composite industry need to pay more attention to the development of industrial chain and industrial alliance;

(3)The transformation and optimization put forward new requirements for glass fiber composites;

(4)Strive to upgrade the industrial chain and actively join the industrial alliance.

Mr.Jiang finally said that the glass fiber industry should strive to improve the level of various industrial chains,actively participate in and organize industrial alliances,strengthen the large-scale application and development of pillar industries,promote the structural optimization of the glass fiber composite industry,and strive to achieve better development during the 12th Five-Year Plan period and play a greater role in the national economy.

Zhao Honghan,Secretary-General of Jiangsu Glass Fiber and Steel Association,made a detailed analysis of the current situation and thinking of carbon fiber technology in China.The development of carbon fiber at home and abroad was introduced to the participants,and the direction of China's carbon fiber technology and the application market of carbon fiber composites were put forward.

Yin Xuzong,Deputy Secretary-General of China Glass Fiber Industry Association,briefed the General Assembly on the investigation of the 2011 Frankfurt International Industrial Textiles and Nonwovens Exhibition.The general situation and main points of view of the exhibition were introduced,and the investigation,harvest and experience of the delegation in Dornier Company,Karmeyer Company and Bruckner Company were summarized and reported.Through the investigation,we have broadened our horizons and are full of confidence in the future development of the industry.The members of the delegation made full use of the opportunities of the exhibition and investigation,sought market opportunities and solutions at the exhibition,learned from the market operation experience of foreign exhibitions,saw the gap between Chinese-made glass fiber machinery and European and American ones,and realized that the development of deep processing of glass fiber products was based on technological level and technical equipment.

Liu Changlei,Deputy Secretary-General of China Glass Fiber Industry Association,made a summary of anti-dumping and trade relief work.This paper makes a detailed analysis from the following aspects:the progress of anti-dumping cases;the reasons for the frequent occurrence of anti-dumping cases;the summary of experience and lessons in responding to anti-dumping lawsuits;and the countermeasures against anti-dumping.The current world economic situation is very complex,and the prospects for international trade are not very clear.In order to gain a firm foothold in this rapidly changing market and continue to achieve steady development,China's glass fiber industry must learn to constantly improve itself in the face of difficulties and challenges.On the one hand,it should accelerate industrial transformation and upgrading,vigorously develop the deep processing industry of glass fiber products,strive to improve product quality and grade,and improve its competitiveness.On the other hand,we should constantly learn and exercise how to make correct use of trade rules from many anti-dumping cases,from passive response to active participation,and improve our ability to control trade rules.This is also a compulsory course for China's glass fiber industry to become stronger.

Dai Xiaohan,general manager of Guangdong Fengkai Machinery Co.,Ltd.,a leading enterprise in glass fiber machinery manufacturing industry.Under the guidance of"endless innovation and eternal pursuit of excellence",Guangdong Fengkai actively develops high-end weaving equipment,cooperates with the upgrading of the glass fiber industry,and aims to become one of the most important loom suppliers in China,so as to achieve common development with Chinese glass fiber enterprises.

He Zhonghua,General Manager of Zhejiang Leina Micropowder Material Co.,Ltd.Zhejiang Leina aims at the deep processing of pyrophyllite.Pyrophyllite powder,the key product of the enterprise,is the most important raw material for drawing glass fibers.With its high insulation,corrosion resistance and high strength,it is widely used in computer circuit boards,automobile hoods,wind turbine fans,yachts and even high-speed rail high-voltage lines.

Chen Kaiyou,Sales Director of Chongqing Saineng Company.Chongqing Saineng is a high-tech enterprise integrating industrial control software design,complete electrical assembly and instrument production.This time,it has brought the latest research achievement"the optimal solution of field bus digital thyristor and bushing control".

During the meeting,the Fourth Ninth Council of China Glass Fiber Industry Association was held.Representatives from 28 vice-presidents and governing bodies participated in the Council.The meeting discussed and adopted the Work Summary of China Glass Fiber Industry Association in 2011 and the Work Plan for 2012,and determined the agenda of the annual meeting.

At the end of the meeting,Zhang Fuxiang,Vice President and Secretary-General of China Glass Fiber Industry Association,made a report entitled"Where to Go for the Second Bottom-How China's Glass Fiber Industry Faces the Second Bottom of the Global Crisis".The report reviews the changes in the international and domestic situation since the outbreak of the international financial crisis in 2008,combines with the reality of China's glass fiber industry,and proposes to start from three aspects to reduce industry risks,actively respond to them,stand alone and meet the new great test!

First,fully understand the seriousness of the global economic crisis,while seeing opportunities and challenges,actively respond to anti-dumping,and launch a glass fiber defense war;

2.Expand the application field of glass fiber,seek new development space,seek partners and seek win-win development;

3.Strictly implement access management.

Secretary General Zhang Fuxiang once again emphasized that in order to accelerate the structural adjustment and industrial upgrading of the glass fiber industry,prevent blind investment and low-level redundant construction,strengthen energy conservation and emission reduction,protect the ecological environment,and improve the efficiency of comprehensive utilization of resources,it is necessary to strictly implement the announcement management of the Access Conditions for the Glass Fiber Industry.We should take advantage of the second bottom of the crisis to completely eliminate backward production capacity,raise the threshold of industry access,and strictly implement the national industrial policy.Otherwise,the competitiveness of China's glass fiber industry will be difficult to improve,and enterprises will not be able to survive,let alone the healthy and sustainable development of the industry in the future.

He expressed the hope that the whole industry would take the"12th Five-Year Plan for the Development of Glass Fiber Industry"as a guide,vigorously develop the deep processing of products,actively take measures to cope with the second bottom of the global economy,seize the new opportunities of historical development,and let more and more enterprises participate in"Made in China",so that we can work together to overcome the crisis again.Welcome the comprehensive development of glass fiber in the"12th Five-Year Plan"!

After the meeting,the delegates visited Changzhou No.8 Textile Machinery Co.,Ltd.and Changzhou Hongfa Zongheng New Material Science and Technology Co.,Ltd.to observe various warping machines and warp knitting machines.While positioning themselves and defining their resource advantages,Changzhou Bafang Machinery and Hongfa Zongheng actively extend and link up the industrial chain,and constantly explore and advance in exploring new application markets with growth potential by establishing the basic model of differentiated management.

Delegates at the meeting said that through mutual exchanges and visits,they have gained insights and learned experience.We have a deeper understanding and full understanding of the necessity and urgency of fully implementing the 12th Five-Year Plan for Glass Fiber Industry and the Access Conditions for Glass Fiber.It is clear that during the"Twelfth Five-Year Plan"period,China's glass fiber industry should firmly grasp the upgrading and expansion of glass fiber application fields,and realize the leap-forward development of glass fiber industry structure adjustment!
