At 15pm on December 19,the third plenary meeting of the company's staff representatives was held in the fourth conference room.Company leaders Yang Wanjia,Chen Shien,Yang Yuling,Han Dong,Chen Yong sat on the rostrum.The meeting was attended by 95 official delegates and 11 non-voting delegates.

Chen Shien,chairman of the trade union and deputy general manager of the company,outlined the historical background,practical needs and significant significance of the company's decision to fully implement the three system reforms,and briefly introduced a series of preparatory work carried out in the early stage.

Chen Yong,deputy general manager of the company,read the"Implementation Measures for Comprehensively Promoting the reform of the Three systems"(discussion draft)on the spot,and discussed,modified and improved the discussion draft article by article at the conference,and finally passed by a show of hands of all the formal representatives.

Chairman and general manager Yang Wanjia pointed out that the three system reforms are a major reform carried out under the provincial government's"Notice on Comprehensively Deepening the reform plan of the three systems of personnel distribution within Provincial Enterprises"and the requirements of Sichuan Fulun Enterprise Restructuring Investment Co.,LTD.So far,the task of reform is both arduous and onerous,if some resistance makes the reform is not good or thorough,enterprises will not be able to occupy a place in the increasingly cruel market competition.In 2013 and 2014,the company suffered serious losses,the severe situation is self-evident,reform is imminent.To this end,the company will take the three system reform as one of the important work this year and next two years,leaders at all levels must unify their thinking and understanding,seriously implement the three system reform work,can not be made into a gust of wind.This reform should pay attention to the establishment of a long-term mechanism,to adhere to the operation of the annual assessment,capable of excellent treatment to go up,do not want to do good down,only in this way,the reform will work,in order to last.

Yang Wanjia stressed that the company held a special workers'congress today and voted to adopt three measures for the implementation of system reform.In the next specific implementation process,some departments,institutions will be adjusted,some employees,especially leaders will rise or fall,cadres and workers at all levels must be prepared for the mind,straighten out the mentality.Yang Wanjia said that the company hopes to see more young excellent employees to participate in the company's management positions,auxiliary posts,recruitment,recruitment to the future,whether it is senior executives,middle or grass-roots management positions,auxiliary posts will be based on the form of competitive recruitment,which is conducive to more scientific and effective selection and employment,conducive to the future development of the enterprise.

Yang Wanjia required that employee representatives should actively do a good job in the publicity work of the three system reforms,and guide employees to actively support and devote themselves to the reform.This reform basically does not involve the front line,the company will adhere to the principle of promoting reform from the top to the bottom.Through the implementation of the three system reforms,it can stimulate the enthusiasm of cadres and employees,as long as all employees twist into a rope and strive to make a place,the company has hope.The party,government,labor and league of the company should actively coordinate and cooperate,do a good job of publicity work in various aspects,resolve the problems and contradictions in the reform in a timely manner,and do a good job of maintaining the stability of employees.In the specific implementation of the reform,all units should be fair and just,conscientiously perform their duties,and ensure that the reform is steadily promoted and successfully completed.
